A note on the National Security Level. Unlike every other parameter here, it is not a free range: Parliament picks one of exactly two values, 5% (costing 2% of the treasury a year) or 10% (costing 4%). Anything beyond that is no longer voted — it is built, one Police Station at a time, and applies only to the plots around each station. See Crime & Justice for how the two combine.
